Blend the oats until turned into a fine flour. Set aside.
Add the water to a pot and bring to a boil. Add the salt and mix.
Lower the heat to the minimum and add the oat flour. Mix with a spatula until you have a dough.
Turn off and continue mixing until you have a smooth dough.
Let cool and knead with hands for 1 minute. Form a long cylinder.
Divide the dough into 10 rolls and return to the cold pot. Cover with a cloth napkin.
Place one of the rolls between two plastic bags. Using a rolling pin or a press, shape the tortillas.
Place the tortillas in a preheated pan and brown for one minute per side.
